The Educational Level of Civil Servants in the North-Eastern Ukrainian Provinces of the Russian Empire at the end Of XVIII – the first half of the XIX century (for example, Officials of District Courts)

Abstract:
This article is devoted to the study of educational level civilian officials in the north-eastern Ukrainian provinces of the Russian Empire at the end of XVIII – the first half of the XIX centuries. A special attention was paid to the employees of district courts: judges, court assessors, clerical workers. It is concluded that at the end of the XVIII century in the region, officials from the local population had a higher education level than the average for the Empire. But in the early nineteenth century Ukrainian people completely have poured into social structure of the Russian Empire, and the conditions of education were unified across the state. Since then, the level of education of officials from the north-eastern Ukrainian provinces differed little from the level of of civil servants of other regions of the Russian Empire.

The Development of Communicative Culture among Senior Pupils by Means of Game Technologies

Abstract:
The article reveals the essence and structure of the communicative culture of senior pupils, shows the characteristics of the levels of formation (development) of a given culture (basic, situation-adaptive, creative and productive), which are determined based on the set of criteria (cognitive, rechedeyatelnostny, creative, verbal, social and perceptual); there were identified the factors that significantly affect the development of communicative culture in the late teens. The paper presents the role of game technologies in the communicative culture of personality development. It is alleged (and experimentally proved) that the particular socio-pedagogical potential for the implementation of gaming technology, which are focused on the development of the communicative culture of the person, club associations have senior operating in extracurricular system (inflammatory) school work (or in the system of supplementary education students). The authors show the complex of game technologies, which includes the several optional modules, aimed at the development of various components of communicative culture of the person. The proceedings and recommendations, reflected in this article, are put into practice of social workers, psychologists, student leaders, and teachers of additional education schools, which in the terms of club association of teen implement the complex of game technologies development of their communicative culture.

Abstract:
An attempt to characterize the Western historiography of the USSR State Labour Reserves system (1940–1959) was made in the article. The author studied characteristics, stages and factors of Western researches development of the Soviet technical and vocational education of Stalin and Khrushchev periods. The most important foreign publications on this topic were analyzed, and their specific features were identified.

The Key Success Factors and Weaknesses of Universities offering the Higher Education Programmes in the field of Service and Tourism: the Results of Benchmarking

Abstract:
The article presents the benchmarking results of 6 international and 13 national universities offering the higher education programmes in the field of service and tourism. The benchmarking was performed in order to identify the best national and foreign practices of training specialists with higher education for the sphere of service and tourism. Based on the results of the benchmarking there was made an evaluation of the activities of national and foreign universities for the training of specialists for the sphere of service and tourism from the position of the selected criteria, the comparison of objectives, the content of educational programs and training models in the national and foreign universities; there were revealed the best universities with the highest indicators; described the key success factors; and given methodical recommendations for the universities on implementation experience.
